Pope Francis released the motu proprio apostolic message to reduce staff costs for the Holy See, the Vatican City Governorate and related institutions.

At the beginning of the message, the Holy Father names seven reasons that led him to the decision to reduce the salary of his employees. The main ones are the budget deficit and the worsening economic situation due to the COVID-19 pandemic.

Starting April 1, cardinals’ salaries will be cut by 10 percent, and those in leadership positions by 8 percent. Regardless of their position, clergy and members of consecrated life institutions and societies of apostolic life will receive three percent less for their work. All of these measures will not be taken against employees who bear the burden of ongoing medical costs associated with serious health problems – their own or relatives up to the second degree.

In addition, seniority bonuses will be canceled for all employees, including laypeople, holding positions above the first three skill levels between April 1, 2021 and March 31, 2023.
