How to understand the words of the Apostle Paul “The existing authorities from God are established”?

QUESTION: how to understand the words from the Epistle to the Romans: “Let every soul be submissive to the highest authorities, for there is no power not from God; the existing authorities from God have been established ”? Does all this apply to state power or only to church power? But what to do if the government is communist or Nazi? Or if it is a democratic government that makes immoral laws? Or even a corrupt church government?

ANSWER: The holy apostle Paul speaks here of all legal authority. A society cannot promote the common good if there is no power in it that would coordinate the actions and contributions of its various components and that makes decisions.
